Prof. Amany El-Sharif

Vice-President for Academic Affairs

Prof. Amany El-Sharif is a distinguished academic leader with over 15 years of experience in higher education, governance and policy development across Africa. She currently serves as vice president of the Pan African University and regional director for North Africa at the AAU. Formerly Dean of the Faculty of Pharmacy at Al-Azhar University, she designed internationally competitive academic programs and launched initiatives such as a university ranking office and an indexed scientific international open-access journal. Her leadership extends to continental platforms, including the African Union and the European Union HAQAA project, and she has championed Pan-African history education and quality assurance. A PhD holder in a medical field, Prof. El-Sharif also completed academic leadership training under DAAD-Oldenburg University and business programs via the American Chamber of Commerce. She actively serves on several African development boards and advisory groups, including the WHO. Her Pan-African vision and academic excellence position her as a driving force for transformative governance education.

Dr. Jane Adhiambo Chiroma

Director of Academic Affairs and Assoc. Professor

Dr. Jane Adhiambo Chiroma (an Associate Professor) is an accomplished educational leader with over 16 years of expertise in quality assurance, curriculum development, and academic leadership in higher education. She has a strong track record of enhancing academic standards, implementing quality assurance systems, and leading strategic initiatives to foster institutional excellence. Her experience spans pedagogical and andragogical practices, digital learning, research, and faculty development, with proficiency in platforms such as Open LMS, Blackboard Learn, Moodle, and Microsoft Teams. A published researcher with a PhD in Education Policy from Stellenbosch University, Dr. Chiroma, has supervised numerous graduate theses, contributed to policy development, and led capacity-building programs for faculty. In the MPA program at the African School of Governance, she will teach in the areas of leadership, qualitative research, pedagogy and andragogy, and faculty development.

Dr. Alexander Ezenagu

Director of Policy Studies & Assoc. Prof; Co-Director - Centre for Trade & Regional Integration

Dr. Alexander Ezenagu is an accomplished legal scholar and development practitioner with over 15 years of experience across Africa, Europe, and the Middle East. Currently serving as Associate Professor and Director of Policy Studies at the African School of Governance in Kigali, he brings deep expertise in investment law, international trade, tax, infrastructure, and regulatory governance. He holds a PhD in Civil Law from McGill University, Canada, and has previously held senior academic and policy roles, including at Strathmore University Business School in Kenya and Hamad Bin Khalifa University in Qatar. Dr. Ezenagu has advised institutions such as UNDP and UNCTAD and conducted research and consulting across Qatar, the UK, USA, Canada, and Nigeria. A graduate of the University of Ibadan, Nigeria, University of Cambridge, United Kingdom and McGill University, Canada, he completed postdoctoral studies at the University of Hong Kong. He is a prolific author with publications in leading legal and policy journals.

Dr. Momar Dieng

Director of Executive Education

With over two decades of experience at the intersection of executive education, public policy, and digital innovation, Dr. Momar is a highly respected leader in building transformative programs for African and global institutions. Currently Dean of the School of Business at African Leadership University and Chief Strategy & Partnerships Officer at AIMS-NEI, they lead cutting-edge academic and executive education initiatives focused on AI, data science, and policy leadership. Their past work includes key advisory roles with the World Bank, supporting the digital transformation of education systems in 12 African countries, and strategic leadership in Senegal’s Ministry of Education. A former Quantitative Methods instructor at Harvard Kennedy School, they also founded Africa Web Services, a digital consultancy developing innovative tools for education, governance, and business. Their expertise spans digital policy, education reform, and advanced analytics, and they continue to shape policy and practice through curriculum design, impact evaluation, and government advisory.

Professor Charles Mulinda Kabwete

Director, Centre for Home Grown Innovations; Professor of African History

Charles Mulinda Kabwete is Professor of African History and Director of the Center for Home-grown Innovations in Governance across Africa, at the African School of Governance. He previously worked at the University of Rwanda from 1999 to July 2025. He completed his PhD in 2010 at the University of the Western Cape, South Africa. He also studied courses and interned in Belgium, the USA, and France. In 2018, he completed his postdoctoral research programme at the University of Gothenburg in Sweden. He has published extensively on Rwandan history, democracy in Africa, China–Africa relations, reconciliation, history of cooperatives, education of women, identity politics, and history of genocide against the Tutsi. His area of research includes History, African Studies, and genocide studies.

Professor Emmanuel Botlhale

Professor of Public Policy

Professor Emmanuel Botlhale is Professor of Public Policy at ASG, where he teaches and contributes to research on governance, public administration, and institutional development. He was formerly a Professor of Public Administration at the University of Botswana, with a PhD in Public Administration from the University of Pretoria. An authority in public administration and public finance, his research focuses on public sector reforms, fiscal decentralization, and service delivery in African contexts. Professor Botlhale has served in national advisory roles, published widely, and continues to engage in policy debates that shape governance across the continent. At ASG, he is committed to strengthening governance training and mentoring the next generation of African policymakers and public leaders.

Professor Blessings Chinsinga

Professor of Political Economy of Governance & Development

Professor Blessings Chinsinga, Professor of Political Economy at ASG, brings over two decades of academic and policy leadership. He previously served as Professor of Political Science at the University of Malawi and directed the Centre for Social Research (2016–2021). Holding degrees from the University of Malawi (BA), Cambridge (MPhil), and Mainz (PhD), his expertise covers the political economy of policy processes, governance, decentralization, state formation, and rural livelihoods. He has contributed to global research consortia such as FAC, ESID, IPPG, and APRA. Beyond academia, he served as Malawi’s Minister of Local Government (2021–2023), Vice Chair of the High-Level Development Council, and co-founded the Institute of Public Opinion and Research (IPOR).

Prof. PLO Lumumba

Professor of Leadership & Ethics, Director for African History and Leadership

Prof. PLO Lumumba is a Professor of Public Law, a holder of an LL.D (Doctor of Laws) on the Law of the Sea from the University of Ghent, Belgium, Master of Laws degree and Bachelor of Laws degree from the University of Nairobi. Prof PLO Lumumba holds an honorary Degree of Doctor of Letters (D.Litt.) (Honoris Causa) from the University of Cape Coast in Ghana. He is also a holder of the Degree of Doctor of Science (DSc) (Honoris Causa) from Bells University of Technology in Nigeria. Hehas been trained on Humans Rights at the Institute of Advanced Legal Studies University of London in England, Humanitarian Law at the Raoul Wallenberg Institute of the University of Lund in Sweden and on international Humanitarian Law in Geneva, Switzerland. He is an Advocate of the High Courts of Kenya and Tanganyika and a Certified Mediator. He is a Fellow of the Institute of Certified Public Secretaries of Kenya FCPS (K), a Fellow of the Kenya Institute of Management (FKIM) and Honorary Fellow of the African Academy of Sciences (FAAS). He is the Chairman of Farafina Investment Group in Monrovia, Liberia and Economic Strategic Growth and Development Initiative for Africa based in Nigeria.

Professor Gerald Karyeija

Professor of Public Policy Design

Professor Gerald Kagambirwe Karyeija is Adjunct Faculty at ASG, where he teaches Public Policy. He is a Professor of Public Administration and Management, Dean of the School of Management Sciences, and PhD Coordinator at Uganda Management Institute. He holds a PhD and MPhil in Public Administration from the University of Bergen and a BA in Political Science and Public Administration from Makerere University. Professor Karyeija’s leadership extends across the continent and globally: he serves on the International Commission on Accreditation of Public Administration Education and Training (Accreditation Committee), is President of the African Association for Legislation, and sits on the councils of the Julius Nyerere Leadership Centre and the African Association of Public Administration and Management.

Rev. Dr. Antoine Rutayisire

Associate Professor of Practice

Rev Dr Antoine Rutayisire is now a recently retired pastor and before his retirement he served in different sectors of public and private Sector. He has been a lecturer at the (National) University of Rwanda, a deputy headmaster in a secondary school, the General Secretary of the Rwanda Fellowship of Evangelical Students (GBU), the Country Director of African Evangelistic Enterprise (AEE-Rwanda) and the Senior Pastor of different parishes in the Anglican Church of Rwanda. He served on the National Unity and Reconciliation Commission and was its Vice-chairman for three consecutive terms. He has authored and contributed chapters to published books on Reconciliation and on Leadership. His most recent book entitled Reconciliation is My Lifestyle and sells well in different libraries and on Amazon. He holds a MA in Applied Linguistics, an MA in Global Leadership and a PhD in Intercultural Studies with a focus on Transformative Leadership. He is a sought-after evangelist, preacher and conference speaker on topics of education, reconciliation and leadership and he brings to ASG a wealth of experience and Leadership practice in Africa.

Professor Clarence Moniba

Associate Professor of practice in Leadership & Ethics; Management & Delivery

Dr. Clarence K. Moniba is a professor of practice and an Adjunct Faculty at ASG, where he teaches Leadership, Management, and delivery. He is a globally respected Liberian public servant, policy advisor, and transformational leader with over 15 years of experience in international development and post-conflict governance. As one of Liberia’s youngest Cabinet members, he served as Minister of State without Portfolio and Chairman of the Liberia Electricity Corporation, where he attracted hundreds of millions of dollars in infrastructure investments during Liberia’s post-Ebola recovery. His leadership extended to strategic national initiatives such as the President’s Delivery Unit and the Philanthropy Secretariat. A Harvard-educated expert in public administration and leadership, Dr. Moniba also holds a Ph.D. in Rhetoric and Professional Communications. He currently leads the Moniba Foundation, which implements grassroots programs in education, economic empowerment, and youth development. An influential voice in African leadership, he ran for Liberia’s presidency in 2023, advocating for inclusive growth and integrity. He also serves on global boards, including CARE International and the Population Institute.

Professor Ama Pokuaa Fenny

Associate Professor of Institutions & Economic Development; Economics for Public Policy

Professor Ama Pokua Fenny is Adjunct Faculty at ASG, where she teaches Institutions and Economic Development and Economics for Public Policy analysis. She is a leading health economist and Associate Professor at the Institute of Statistical, Social and Economic Research (ISSER), University of Ghana, with over 18 years of experience in research, policy development, and academic instruction. Her work spans health service delivery, social protection systems, and gender-based analysis, with a strong portfolio of publications and policy engagement across Africa. Prof. Fenny has led health expenditure tracking and review studies in West and East Africa, providing critical evidence for governments and international partners. She holds a PhD in Health Economics (Aarhus University), MSc in Health Policy (London School of Economics), and BA in Economics and Computer Science (University of Ghana). Her scholarship and advisory work continue to shape health systems and evidence-based policymaking across the continent.

Dr. Kagiso “TK” Pooe

Asst. Professor of Future Governance (Scenarios)

Dr. TK Pooe is an assistant professor at ASG, where he teaches Anticipatory governance, management and delivery. He is a scholar and policy expert with an adjunct role at the University of the Witwatersrand School of Governance in South Africa. He teaches and supervises in areas such as reforming state-owned entities (SOEs), institutional strengthening, development planning, and scenario-based governance. With a public policy career spanning academia and government, TK has held teaching and leadership roles at North-West University and the University of KwaZulu-Natal. Before academia, he worked in development planning and oversight at the Gauteng Provincial Legislature and Sedibeng District Municipality. He has consulted widely, including for the Gordon Institute of Business Science and the Thabo Mbeki African School of Public and International Affairs, focusing on illicit financial flows in mining. As of 2022, he leads the WSG SoE–Energy Transition Consortium, providing strategic guidance on climate policy, carbon markets, and institutional post-carbon readiness.

Dr. Duncan Money

Associate Professor of Practice of Fundamentals of African History

Dr. Duncan Money, a Professor of Practice at ASG, is a historian and researcher specializing in African history, with a focus on the mining industry and trade. Alongside his academic work, he works as an independent consultant and has led projects for mining companies and development banks. Dr Money holds a DPhil in History from the University of Oxford and has worked in Africa, Europe and North America. He was elected a fellow of the Royal Historical Society in 2022 and was a fellow at the Stellenbosch Institute for Advanced Study in 2024. He is an Adjunct faculty, bringing insights into the roots of Africa's economic systems and natural resource governance. He will be teaching Fundamentals of African History at ASG.

Ms. Joselyne Ishimwe

Academic Services Officer

Joselyne Ishimwe is an emerging leader in business innovation and technology integration with a focus on driving social impact across Africa. She is pursuing a Ph.D. at Osiri University in Business Innovation and Interdisciplinary Studies and holds a master’s in applied leadership and management from the Thunderbird School of Global Management at Arizona State University. With over eight years of experience in higher learning institutions academic administration and management, student records management, and digital transformation, she has advanced data-driven decision-making and competency-based education reforms across African institutions. Her background spans roles as Student Record Senior Associate, Academic Registrar Associate, ICT Assistant Lecturer, and Ag. College Librarian, with expertise in academic operations, student information systems, quality assurance, and scalable higher education technologies. Joselyne has contributed to major institutional reporting for global donors such as the Mastercard Foundation and Absa.

Ms. Ruth Mutesi

Executive Assistant to the Vice President for Academic Affairs

Ms. Ruth is a higher education administrator and researcher with over four years of experience in academic operations and institutional development. She currently serves as Executive Assistant to the Vice President for Academic Affairs at the African School of Governance (ASG). Her previous roles include Office Manager at Coventry University – Africa Hub, Administration and Admissions Coordinator at Vatel Rwanda, and Administrator with Practical Action Rwanda. She holds a Master of Science in Project Management from the University of Kigali and is pursuing a Doctorate in Business Administration at Coventry University, focusing on the strategic and sustainable performance of higher education in Africa.

Mr. Oluwafemi Joseph Fajonyomi

Library Manager

Mr. Oluwafemi Joseph Fajonyomi (Certified Librarian) is the Library Manager at the African School of Governance, currently pursuing a Ph.D. in Information Science at the University of Nairobi. He holds a master's in information resources management from Babcock University, a bachelor’s in library & information science, and a bachelor’s in business administration (Banking & Finance) from the University of Maiduguri. A member of several professional bodies, including the American Library Association and the Nigerian Library Association, his research focuses on academic library management, information behaviour, and peacebuilding through library services. He has published widely in peer-reviewed journals, book chapters, and conference proceedings, and brings at ASG rich experience in academic library leadership, information literacy, and knowledge management to support case writing for the MPA program.
