The Africa School of Governance (ASG) concludes a strategic visit to Mozambique marked by cooperation and transformational leadership
Maputo, May 27, 2025 — From May 26 to 27, 2025, a delegation from the Africa School of Governance (ASG), led by its President and Vice-Chancellor, Professor Kingsley Moghalu, conducted an official visit to Maputo, Mozambique. This mission was part of the ASG Africa Tour, a series of visits across the continent to introduce the ASG and forge strategic partnerships ahead of the launch of its inaugural programs in September 2025.
Institutional and strategic meetings
The visit began on May 26 with a meeting with Dr. Americo Muchanga, Hon. Minister of Communications and Digital Transformation of the Republic of Mozambique. “We are honored that you have chosen Maputo as one of the cities in your Africa tour,” said the Minister. “We do not yet have an African school of good governance with such a unique mission as ASG. Training to international standards is important, but we must also integrate our values, our culture.”
“The ASG sees Mozambique as a country of great promise,” emphasized Professor Kingsley Moghalu. “Mozambique has a young population, and is a Lusophone country… ASG is committed to its Pan African mandate. We chose Maputo for a reason and we are very happy to be here.” He added, “We must ensure that Mozambique becomes a stakeholder in ASG!”
Following the meeting, Professor Moghalu praised “the Minister’s vision for a digitally sovereign Mozambique that looks to the future—fully aligned with ASG’s ambition to train leaders capable of tackling the challenges of Africa’s digital transformation.”
Then, Prof. Moghalu, has an informal meeting with Ambassador Maria Manuela Lucas, Minister of Foreign Affairs of the Republic of Mozambique.
The delegation also met with Dr. Gertrudes Macueve, Administrator of the Central Bank, and other board members of the Central Bank of Mozambique; and with Mr. Henrique Banze, Executive Director of the Joaquim Chissano Foundation.
These conversations laid the groundwork for future collaborations in economic governance, public sector education, and funding emerging young leaders in Mozambique.
Meeting with African Ambassadors
During a working breakfast, the ASG delegation exchanged with about a dozen African ambassadors and diplomatic representatives accredited in Maputo. “We have many challenges in Africa. Security, climate change… But the fundamental issue Africa faces today is governance, observed Professor Kingsley Moghalu. That is exactly what ASG was created to address.”
This key moment provided an opportunity to introduce ASG’s pan-African approach and invite each country to encourage their young talents to apply.
“I call on the ambassadors here today to join the ASG initiative. I strongly encourage you to draw your governments’ attention to this program and to nominate two or three students who can submit their applications ”, said the ASG President.
A strong message to Mozambican youth
On May 27, Professor Moghalu addressed students at a townhall at Joaquim Chissano University, urging the youth to mobilize around a new paradigm of African leadership.
“ASG was created to train future leaders with a different mindset. We don’t teach what you learn at Harvard or Sciences Po. We teach what you need to know to govern Africa, in an African way, with effectiveness, integrity, and ambition,” he declared.
During the press conference closing the visit, the ASG President reaffirmed the institution’s mission:
“Africa does not just need degree-holding leaders, it needs leaders trained in public governance—leaders who can turn the continent’s potential into reality. If you’re young, passionate, experienced, and driven by a vision for Africa, ASG is for you!”
He also stressed that ASG would welcome students from across the continent both in its degree and executive programs.
“We want to build a pipeline of African leaders—competent, rooted in their reality, yet visionary. Money must not be a barrier. If you are motivated, apply! You can’t win the lottery if you don’t buy a ticket,” he concluded passionately.
Next Stops: Kenya and Morocco
After Maputo, the tour will continue to Nairobi (Kenya) and end in Marrakech (Morocco). “We’ve been to Lagos, Abidjan, Cairo, and now Maputo. This is not a prestige tour, it is a mission tour. The Africa we want will not come from wishful thinking—it will come from actions, strong institutions, and trained leaders,” insisted Professor Moghalu.
ASG, a catalyst for pan-African transformation
Based in Kigali, the African School of Governance embodies an African vision of Governance. It offers an innovative Master in Public Administration (MPA), aimed at professionals aged 25 to 50 with at least fi ve years of experience, as well as short-term programs for senior executives in the public and private sectors.
Courses include: Leadership for Africa’s Transformation, Public Policy, International Relations, Economics, African History, Decision Science, as well as thematic priorities such as Natural Resources Management among others.
Recruitment of the first cohort in progress
While the first cohort of the MPA program will commence studies in September 2025, an inaugural Executive Education short-course program is scheduled for 8-10 July, dedicated for senior African leaders, to officially launch ASG’s Executive Education programs for leaders.
“We are looking for top African talent, committed and ready to serve the public good. Whether you come from Abidjan, Lagos, or Kigali, join us to transform Africa from within,” urged Kingsley Moghalu.
A Pan-African Tour for the future of African Governance
After a successful launch in Lagos and Abuja Nigeria, the African School of Governance (ASG) made stops in Cairo, Egypt from April 28 to 30, 2025, and in Abidjan, Côte d’Ivoire from May 12 to 15; then Maputo, Mozambique, on May 26 and 27, before heading to Nairobi, Kenya and Marrakech, in Morroco.
The initiative aims to connect the continent’s regional hubs around governance, innovation, and the training of the next generation of African leaders.
ASG opens applications for its first Pan-African cohort
The African School of Governance is currently calling for applications for the first cohort of its Master in Public Administration program.
“We are looking for high-potential African talents, committed and ready to serve the public good. Whether you are from Abidjan, Lagos, or Kigali – join us to transform Africa from within,” said Moghalu.
